根據奧斯陸手冊研究指出,服務業創新特性與製造業創新模式截然不同,服務業涵蓋的經濟活動非常多元,凡提供顧客具有加值效用的有形產品、無形服務、或氛圍與情境均屬之,據此服務業創新的策略亦可擴展為行銷創新模式、組織創新模式、服務創新模式與製程創新模式。

本研究探討服務業創新策略之決定性因素,採用國科會企劃處2007「台灣地區第二次產業創新活動調查」,以服務業廠商為例,利用不同的計量估計模式,從企業技術能力、合作網絡、組織型態、與企業特性等四大構面剖析,分析服務業在各類型的創新策略下之影響因素。

實證結果顯示擁有內部研發活動、企業內部資訊合作、產業外部資訊合作等因素均有利於服務業各類型創新策略,然建立自有品牌模式僅有利行銷創新策略,至於加強員工培訓方案則有利組織創新、服務創新與製程創新,最後發現內銷導向的服務業廠商較傾向採取行銷創新模式與服務創新模式。
