ItnegotiatesandadoptslegislativeactsinmostcasestogetherwiththeEuropeanParliamentthroughtheordinarylegislativeprocedure,alsoknownas'codecision'.CodecisionisusedforpolicyareaswheretheEUhasexclusiveorsharedcompetencewiththememberstates.Inthesecases,theCouncillegislatesonthebasisofproposalssubmittedbytheEuropeanCommission. 2.Coordinatesmemberstates'policies TheCouncilisresponsibleforcoordinatingmemberstates'policiesinspecificfields,suchas: economicandfiscalpolicies:TheCouncil coordinatesmemberstates'economicandfiscalpoliciestostrengtheneconomicgovernanceintheEU,monitorstheirbudgetarypoliciesandstrengthenstheEU'sfiscalframework,andalsodealswiththelegalandpracticalaspectsoftheeuro,financialmarketsandcapitalmovements education,culture,youthandsport:TheCounciladoptsEUpolicyframeworksandworkplansinthese areaswhichsetouttheprioritiesforcooperationbetweenmemberstatesandtheCommission employmentpolicy:TheCouncildrawsupannualguidelinesandrecommendationsformemberstates,basedonEuropeanCouncilconclusionsontheEUemploymentsituation 3.DevelopstheEU'scommonforeignandsecuritypolicy TheCouncildefinesandimplementsEUforeignandsecuritypolicy onthebasisofguidelinessetbytheEuropeanCouncil.ThisalsoincludestheEU'sdevelopmentandhumanitarianaid,defenceandtrade.TogetherwiththeHighRepresentativeoftheUnionforForeignAffairsandSecurityPolicy,theCouncilensurestheunity,consistencyandeffectivenessoftheEU'sexternalaction.  4.Concludesinternationalagreements TheCouncilprovidesthemandatetotheCommissiontonegotiateonbehalfoftheEUagreementsbetweentheEUandnon-EUcountriesandinternationalorganisations.Attheendofnegotiations,theCouncildecidesonthesignatureandconclusionoftheagreement,basedonaproposalfromtheCommission.TheCouncilalsoadoptsthefinaldecisiontoconcludetheagreement,oncetheParliamenthasgivenitsconsent(requiredinareassubjecttoco-decision)andithasbeenratifiedbyallEUmemberstates. Theseagreementsmaycoverbroadareas,suchastrade,cooperationanddevelopment,ortheymaydealwithspecificsubjectssuchastextiles,fisheries,customs,transport,scienceandtechnology,etc.  5.AdoptstheEUbudget TheCounciladoptstheEUbudgettogetherwiththeParliament. Thebudgetperiodcoversacalendaryear.ItisusuallyadoptedinDecemberandstartsrunningon1Januarythefollowingyear.
